Can I plant lilacs where I have pea gravel for a ground cover?

I want to plant a lilac bush in the back corner of my backyard, but I have pea gravel in that area. I have dogs that like to dig where the dirt is exposed and lots of cats around, so I can%26#039;t leave the dirt bare. And if I use bark will my dogs eat it. Our summers get very warm so can the lilacs survive with the rock there(gets lots of afternoon sun back there).

Can I plant lilacs where I have pea gravel for a ground cover?
If the gravel isn%26#039;t to deep then scrape it back to bear dirt and plant then return the gravel.
