It is best to do it right after it blooms, so the new growth covers the pruning as soon as possible, however, I just remvoed the three oldest canes from my forsythia and trimmed it pretty tight and it was been out of bloom for a week or two now - it will be fine. Lilac the same - they can be cut now and will start adding new growth which will bloom next spring just fine - add a modest amount of fertilizer to help that out, unless they were seriously overgrown, in which case you do not need to do that - they will regrow quickly enough as it is! ;)

lilac bush right after it flowers this year because next years flowers will only come out on this years new shoots. Thus if you cut too late no flowers next year.
Reply:There is a special way to prune lilacs though. If you do it wrong, you wont get any flowers next year.
